MINUTES of the Planning Committee Meeting held virtually on Tuesday 13 April 2021 at 7.30pm Chair Approved
Present; Cllr Read (Chair), Cllr Luxford-Vaughan, Cllr Boughton, Cllr Booth, Cllr Widgery, Jo Beighton-Emms, Town Clerk and two members of the public.
Public Questions: William Grinsted and his business partner attended the meeting and shared amended plans for the Flag Inn. The draft plans were considered by the committee. The key amendment was that the property would no longer be an HMO. The current structure would be extended to create a further bedroom and amenity space. Future plans would include additional parking at the rear and the façade would remain in keeping. The committee were satisfied with the proposed amendments and the plans will be submitted formally.

P.04.21.002 Declarations of interest: None. It was agreed that any necessary declarations of interest will be raised when the Committee are considering matters throughout the course of the meeting.
P.04.21.003 Minutes of the last meeting: The minutes of the meeting held on Tuesday 2 March 2021 were proposed by Cllr Booth, seconded by Cllr Widgery and approved by all as an accurate record of proceedings.

P.04.21.007 Wivenhoe Neighbourhood Plan: Taylor Wimpey Public Consultation- 120 new homes. No further update following the meeting with Taylor Wimpey.
P.04.21.008 Leisure and Community Services SPD: The Town Clerk advised that she was chasing Steve Collis, CBC on the allocation of S106 funds.
Since the agenda was published WTC have received notice of the application for the New Link Road between the A120 and the A133-ECC application reference CC/TEN/31/21. Cllr Luxford-Vaughan said that ECC should be held accountable and that WTC should be on record as having made representations on behalf of the town. This was agreed. The time limit for a response to the application is 30 days. It was therefore agreed that the numerous documents to review would be divided up between the committee members and considered at the next Planning Committee meeting. The Town Clerk will contact ECC and confirm that WTC would also like to make representations to the ECC Development and Regulation Committee in person.
