MINUTES of the Planning Committee Meeting held virtually on 3 November 2020 at 7.30pm Chair Approved

Present; Cllr P Booth, Cllr Read, Cllr Tile, Cllr Luxford-Vaughan, Cllr Newton, Cllr Widgery, Jo Beighton-Emms (Town Clerk) and one member of the public.
P.11.20 .001 Apologies for absence; Cllr Boughton
P.11.20.002 Election of the Chair; Cllr Read agreed that he would take the position of Chair on a temporary basis with the support of Cllr Luxford-Vaughan. Cllr Booth proposed that Cllr Read becomes Chair of the Planning Committee. This was seconded by Cllr Tile, with all in favour. It was agreed at Cllr Widgery’s request that Cllr Read would be his mentor.
P. 11.20.003 Declarations of interest: Cllr Read confirmed that any necessary declarations of interest will be raised when the Committee are considering matters throughout the course of the meeting.
P. 11.20.004 Minutes of the last meeting: The minutes of the meeting held on Tuesday 6 October 2020 were proposed by Cllr Tile, seconded by Cllr Booth and approved as an accurate record of proceedings. Cllr Luxford-Vaughan expressed her thanks, on behalf of the committee, for the hard work of the previous Chair Cllr Aldis.
P.11.20.005 Planning Applications; The Committee considered the following planning applications.
5a Reference 202149
Development Ground floor replacement extension, first floor extension, rear bi-fold glazed doors on the ground floor, new windows and Juliet balcony on the first floor and a loft conversion with dormer, internal alterations.

Comments/Resolution Objection- Wivenhoe Town Council object to this application as it considers that the proposed construction would be intrusive and overbearing to the surrounding neighbours. This would cause a considerable negative impact in what is a tight network of properties. The council request that the views of neighbours are taken into consideration. The council also has concerns regarding site access during construction and the impact on the existing residents.

Comments/Resolution Comment-Wivenhoe Town Council request that the views of neighbours are taken into consideration. The council has concerns regarding the impact of the proposed building works on the drainage services currently in place.

Comments/Resolution Objection-Wivenhoe Town Council stand by the objections made regarding previous Planning Application References 192167 and 200218.
The council are of the opinion that it is possible that this development would be opening up this site to further development in the future. It is of concern that this location is outside of the settlement envelope.
The council consider that the proposal would be contrary to the following Local Development Framework Policies:
(i) Policy ENV1 of the Core Strategy (2008; 2014) which aims to conserve and enhance the natural and historic environment,
(ii) Policy UR2 of the Core Strategy (2008; 2014) which seeks to secure high quality design and respect for context,
(iii) Policy DP1 of the Development Policies (2010; 2014) which seeks to secure high quality design,
(iv) Policy DP14 of the Development Policies (2010; 2014) which aims not to permit development that would adversely affect a listed building, a conservation area, or important archaeological remains,
(v) Policy DP23 of the Development Policies (2010; 2014) which seeks to protect coastal areas indicating that development will not be permitted that would adversely affect the open and rural character of the undeveloped coastline,
(vi) the development would not accord with Supplementary Planning Document Backfill and Infill Development (2009; 2010) (the Backfill and Infill SPD). The Backfill and Infill SPD requires that back land development respects and reflects the area and the existing street scene,
(vii) Policy Wiv 13 of the adopted Wivenhoe Neighbourhood Plan (2019) which seeks to ensure development reflects the character of the surrounding townscape.
The committee agreed that CBC Cllr Cory would be asked to call in this application. The Town Clerk to action.

Comments/Resolution Comment- Wivenhoe Town Council request that the planning officer ensures that provision is made for two off road parking spaces. The council also request that the views of neighbours are taken into consideration.

Comments/Resolution Comment- Wivenhoe Town Council consider that there is a lack of detail regarding dimensions provided on the plans. The council has concerns regarding the overdevelopment of the area and loss of permeable land. The council request that the views of neighbours are taken into consideration.

P.11.20.008 Leisure and Community Services SPD: There was a discussion about SPD and the funds available to WTC. The Town Clerk will continue
to make enquiries with Steve Collis, CBC.
