MINUTES of the Planning Committee Meeting held on 6 October 2020 Chair Approved

Present; Cllr A Aldis (Chair), Cllr P Booth, Cllr Read, Cllr Tile, Cllr Luxford-Vaughan and four members of the public.
P10.06.001 Apologies for absence, Cllr Boughton
P10.06.002 Declarations of interest: Cllr Aldis confirmed that any necessary declarations of interest will be raised when the Committee are considering matters throughout the course of the meeting.
P10.06.003 Minutes of the last meeting: The minutes of the meeting held on Tuesday 1 September 2020 were proposed by Cllr Luxford-Vaughan, seconded by Cllr Tile and approved as an accurate record of proceedings.
P10.06.004 Planning Applications; The Committee considered the following planning applications.

Development Two Bedroom bungalow with associated parking and amenity.
Address Land adjacent, 75c Rectory Road, Wivenhoe, Colchester CO7 9ES
Comments/Resolution Object: WTC agree with the Highway Authority Objection to this build and object to the proposal. Local knowledge tells us that people park outside Squires across the pavement regularly. Coupled with reversing onto a busy highway this is not safe. It affects the street scene as the other properties are on bigger plots and sit back further from the road. Loss of permeable land and views of neighbors. Loss of permeable land a concern given flooding in Rectory Road. We also believe that this is a clear overdevelopment of the site.

Comments/Resolution Comment: There are no objections as long as this meets with permitted development regulations and loss of permeable land.

Development Single Storey Rear Extension & Garage Conversion for private use.
Address 17 Sandford Close, Wivenhoe, Colchester CO7 9NP
Comments/Resolution Objection: Property is on a steep hill and the extension will loom over neighbouring properties and will feel higher than a single storey. Views of neighbours are therefore affected. Does not comply with the 45 degree rule and there are concerns with the tiny instep from the boundary being in breach of permitted development. There are concerns over loss of permeable land as this area is known to flood.

P10.06.006 Local Plan: Update from the Chair Cllr Aldis said that Wivenhoe Councillors met with EPC and Ardleigh PC to discuss joint working in response to the Main Modifications and future consultations. This meeting went well with all parties agreeing that preventing coalescence as a shared objective.
Cllr Aldis and Cllr Luxford-Vaughn met with our planning consultant and progressed our response to the Main Modifications which is due to be submitted by Friday 9th October 2020.
P10.06.007 Wivenhoe Neighbourhood Plan – New Working Group: Members of the original group agreed to form the working party following invitation from Cllr Needham. The group will now progress aim of capturing all documents and knowledge regarding our current local plan with an emphasis on WTC holding information relating to ‘planning gain’ agreed in discussions with developers.
P10.06.008 Community Consultation – Potential Land Purchases: Proposal to full council was recommended by the committee for the following “The WTC hold a public consultation to ensure that financial compliance, as advised by our RFO, with financial regulations relating to the purchase of physical assets. This is to prevent future councils from being hamstrung when opportunities arrive”.
P10.06.009 Leisure and Community Services SPD: There was a discussion about SPD. The committee requested S106 SPD to be moved to first on the next agenda.
P10.06.010 Date and time of next meeting: It was agreed that the next meting will be held virtually on Tuesday 3 November 2020 at 7.30pm
