MINUTES of the Planning Committee Meeting held virtually on Tuesday 5 January 2021 at 7.30pm Chair Approved

Present; Cllr Read (Chair), Cllr Luxford-Vaughan, Cllr P Booth, Cllr Boughton, Cllr Tile, Cllr Widgery, Jo Beighton-Emms (Town Clerk) and one member of the public
P.01.21.001 Apologies for absence; None
P.01.21.002 Declarations of interest: Cllr Read declared that the applicant for Planning Application reference number 202798 is the son-in-law of a fellow Director at his place of work. Also, that this applicant is known to many in the town as the previous owner of a local pub and resident. Any further necessary declarations of interest will be raised when the Committee are considering matters throughout the course of the meeting.
P.01.21.003 Minutes of the last meeting: The minutes of the meeting held on Tuesday 1 December 2020 were proposed by Cllr Luxford-Vaughan, seconded by Cllr Booth and approved by all as an accurate record of proceedings.
P.01.21.004 Planning Applications; The Committee considered the following planning applications;
|Development||Proposed replacement of existing single storey flat roof with pitched roof and internal alterations.|

|Development||Extend the existing building to form additional space and create a nine-bedroom HMO, a takeaway facility (A5) from the existing restaurant (A3) and retain a community bar area (A4) - amendments to application no. 192931.|
|Address||Flag Inn, Colchester Road, Wivenhoe Colchester CO7 9HS|
|Comments/Resolution||Objection: Wivenhoe Town Council considers that there is inadequate parking for 9 residents; the change of use set out in this application will have a significant impact on parking as will the takeaway facility. The council also consider that there is overdevelopment of the site and insufficient kitchen facilities for the number of rooms. Further, access to the kitchen from all bedrooms is restricted and there is no amenity space.|

|Comments/Resolution||Comment: Wivenhoe Town Council request that the views of neighbours are taken into consideration as there are concerns regarding overlooking. The council referred to the objection made. The council also consider that there is loss of permeable land.|

P.01.21.005 Planning Decisions: The following Planning Authority decisions were considered by the committee;
It was agreed that the Town Clerk would, when circulating planning decisions, attach details of any comments made by the committee. Also, that she would keep separate records on comments made, the material grounds referred to and where objections have been impactful.
Cllr Read suggested that going forward the committee should consider the best strategy in order for the council to influence planning decisions made by CBC and ECC; it was agreed that this would be added as an agenda item
Also, that so that all WTC responses have a consistent style and contextual approach, the Town Clerk will have oversight of them.
P.01.21.006 Wivenhoe Neighbourhood Plan: The Town Clerk provided an update on the possibility of the use of S106 monies for the sign for the trail.
Cllr Luxford-Vaughan said that there was other ECC funding available and that she would provide details to the Town Clerk to take this option
further with CBC.
P.01.21.007 Leisure and Community Services SPD: The Town Clerk will chase the Wivenhoe Cricket Club about S106 funds allocated to it which are
P.01.21.008 Date and time of next meeting: It was agreed that the next meeting will be held virtually on Tuesday 2 February 2021 at 7.30pm
