The Essex County Council (Colchester City) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.68) Order 202*

 

Notice is hereby given that further to a notice on the 19 December 2024, the Essex County Council proposes to make the above Order under Sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended).

 

Effect of the order:

 

  1. To Implement: ‘No Stopping – Red Route Mon-Fri 8:15am-9:15am and 2:45pm-3:45pm. (Previously advertised as 8:30am-9:30am and 2:30pm-3:30pm)
Road Description
Broome Grove BOTH SIDES: From a point approximately 21 metres north of its junction with Chaney Road, north, northeast for approximately 170 metres.

 

This Order will be incorporated into The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by substituting map tile: TM035 227, Revision 0 to Revision 1.

STATEMENT OF REASONS

 

Essex County Council are delivering the Local School Streets schemes to improve safety for all residents, children, and visitors to the area.

Providing red route parking restrictions will provide a safer route to/from school for pupils and parents, this will replace the existing schools zig zags and Junction protection parking restrictions and can be enforced by camera car which is more efficient and regular than officer enforcement and therefore will improve compliance.

The single red line sections replace the school zig zag markings and have been extended east along Broome Grove to Heath Road and will be operational between 8:30 and 9:30 am and 2:30 and 3:30 pm this is to address inconsiderate parking which occurs during school drop off and pick up times.

Double red lines have been provided at the junctions with Chaney Road and Heath Road which replace the existing yellow lines, and these have been provided to address dangerous parking at these junctions and restrict parking here at all times.

The existing traffic speed cushions are to be removed, and the carriageway resurfaced The cushions will be replaced with two priority working traffic buildouts in the carriageway and that will calm traffic and ensure that vehicle speed are reduced and kept low in the vicinity of the school and the surrounding residential neighbourhood.

The proposals have been consulted upon and developed with the benefit of input from the school, residents, and local councillors.
