Notice is hereby given that the Essex County Council proposes to make the above Order under S1(1), 2(1) to (3), 3(2), 4(1), 4(2), 23, 32(1), 35(1),45, 46, 49, 53, and Parts

IV and Part III of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended)

This Order will be incorporated into ‘The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019’ by substituting Map Tile: TM045 220 Revision 0 to Revision 1.

 

Under Section 23 of the Road Traffic Regulations Act 1984 (as amended), Essex County Council proposes to establish a Zebra Crossing on Bowes Road, in the City of Colchester located as follows.

 

  1. To Implement: a ‘Zebra Crossing’.

The Centre Line of the crossing is located approximately 54 metres east of the junction with Amberley Close.

 

The width between give way lines is approximately 5.8 metres.

Zigzags for the above Zebra Crossing will be installed on Bowes Road approximately 18 metres either side of the zebra crossing, for the width of the road.

STATEMENT OF REASONS
Essex County Council are delivering the Healthy School Streets schemes to improve
safety for all residents, children, and visitors to the area.
Providing red route parking restrictions will provide a safer route to/from Millfields
primary school for pupils and parents walking or cycling and reducing congestion
around the school. These restrictions will replace the existing school zig zags
markings and Junction protection parking restrictions and can be enforced by mobile
camera vehicles. This will allow more regular visits than walked officer enforcement
therefore helping improve compliance and be more efficient.
The single (no stopping at certain periods) red line sections will replace the present
yellow school zig zag markings and are being extended along Bowes Road north up
to the junction with Rectory Hill and South to the junction with Milford Close. These
will be operational between 8:15 and 9:15am and 2:45 and 3:45pm Monday to Friday
to address inconsiderate parking and congestion which occurs during school drop off
and pick up times and adversely impacts those living, walking, and cycling along the
street. A section on the east side of Bowes Road, north of the school entrance
towards Rectory Hill, has been left unrestricted for those needing to park to park a
vehicle near the school.
Double red (no stopping at any time) lines are to be provided at the junction with
Rectory Hill, to replace the existing double yellow lines. These are being provided to
address dangerous parking at this junction and will help maintain good visibility here
at all times for vehicles and those walking and cycling.
Best practice from around the UK suggests that increased and improved pedestrian
infrastructure encourages residents and their children to increase walking to school,
as a good alternative to them using cars. This in turn leads to a reduction in levels of
traffic, air pollution, and pressure on our network.
Bowes Road runs directly past Millfields Primary School and is used by the children
going to and from the school from the surrounding area, as well as other residents of
the area. There are currently no formal crossing facilities on Bowes Road.
The proposed Zebra Crossing would make traversing the road much safer, would
have the support of the neighbouring schools, and was specifically requested by the
Millfields Primary School.
The revised parking proposals have been consulted upon and developed with input
from the school, parents, residents, and local councillors.
The implementation of the proposals will help to provide a safer area for those
walking, cycling, or driving near the school.
